Power Apps Per App licenses

Unlike standard Microsoft 365 licenses, Power Apps Per App licenses (often called "App Passes") are not assigned to specific users in the Microsoft 365 Admin Center. Instead, they follow a "capacity-based" flow where they are assigned to an environment and then automatically claimed by users as they open the app.

Here is the 3-step process to get your licenses working:

1. Allocate Capacity to the Environment

First, you must move the licenses from your tenant "pool" into the specific environment where your Canvas app lives.

  • Log into the Power Platform Admin Center.
  • Go to Resources > Capacity.
  • Select the Add-ons tab.
  • Click Manage on the "Power Apps per app" tile.
  • Select your Environment and enter the number of license(s) in the "App passes" field. Save your changes.

2. Enable the App for Licensing

For a Canvas app to "consume" these passes, a specific setting must be enabled within the app itself.

Note: This is usually "On" by default for apps created after 2020, but it is worth double-checking.

3. Sharing and Consumption

This is where the actual "assignment" happens:

  • Share the app: Share the Canvas app with your users (or a security group) as you normally would.
  • Automatic Assignment: The moment a user opens the app for the first time, one of the  "App Passes" is pulled from the environment’s capacity and "sticks" to that user.
  • Tracking: You can view which users have claimed a pass by going back to the Power Platform Admin Center > Resources > Capacity > Add-ons and clicking "Download report" or viewing the usage details.

Important Considerations for 2026

  • "Sticky" Licenses: Once a user opens the app and consumes a pass, that pass is dedicated to them. It does not go back into the pool just because they close the app. To "reclaim" a pass, you must unshare the app from the user or remove them from the environment
  • Recent Changes: As of early 2026, Microsoft has shifted focus toward Power Apps Premium and Pay-As-You-Go models. While existing Per App licenses remain functional, ensure your client is aware of the renewal terms, as this specific SKU has been retired for new customers in favor of the $10/month Pay-As-You-Go meter.
